Residents who leave their wheelie bins on the pavement could be fined up to £100 from April this year.

Leicester City Council will be among the first authorities in the country to use new powers as part of the Government's Cleaner Neighbourhoods and Environment Act. Local resident and Focus team member Jeff Stephenson said, " Wheelie bins are an eyesore and they block many terrace pavements for people with pushchairs or wheelchairs, but I hope the Council shows leniancy if some residents find it hard to pull their bins through narrow alleyways leading to their backgardens."
